Yes you should scrap it. You get leather/iron for scraping which you can sell to Bailey for scrap. Then buy titanium with your new found scrap. 1 leather/iron = 1.5 scrap ish. But now, you get all the shards from the gear you scrapped and any mods you are missing. It's not as much scrap, but you also get titanium for scrapping the epic+ gear which helps make up for it if not make it more lucrative.
