Can confirm, mine is also bugged. The slow bullet mod works but no singularity ever pops.
Def bugged, cannot get it to work either. Thanks for posting this, thought it was just mine. Weakness Trap on Rarogs Gaze legendary hardly ever causes explosions. So the 2 legos I have are bugged. 1st world problems tho… 🤪

So i just found out on the "Pyromancer" if you use the thermal bomb and kill with the grim marrow you proc the singularity :D!
