Can you share weapons with someone through the stash?

I cannot get amber vault to drop. I am stuck at CT 13. I need more damage. I am running fortress. I cannot get the better mods to drop. It's frustrating. I've been running expeditions and bounties and just cannot get what I need. I'm soon gonna go back to division or something . I really wanna be able to progress. It just seems so hopeless
