  1. If is a bug its a issue. But lets put tin foil hats- u know that friend that power beat the game and than transfer all the best gear from end game to the new character and beat the game again, and again, and again where the grinding for gear is pointless. Maybe is a problem with the matchmaking system where player with tier 15 match with tier 10 and the game is trying to balance the gear to have some kind and challenge and prevent those 'paid services' for a end game ( I think Borderlands 3 where having something similar with their matchmaking to balance players with different skill lv ) and the matchmaking is affecting the single players just because the single is online all the time .
