Yes u can scrap legendaries and it gives u the mods from that gun to keep and put on any weapon of your choice
Each legendary weapons has 1 intrinsic mod, which is a level 3 mod, and another random level 1 mod. Legendaries can be dismantled and have thier mod applied to other weapons, but only one weapon mod slot can be changed per weapon and the other becomes locked, sort of like recalibration in the division
